In 2009 the Province of BC published GUIDANCE ON APPLICATION OF PROVINCIAL AIR QUALITY CRITERIA FOR PM 2.5 and in that guide specify that attention must be paid in permitting to the Canada Wide Standards policy of continuous improvement and keeping clean areas clean. NewPro is proposing to implement Best Achievable Technology and reduce permitted emissions by 94%, which represents an (continuous) improvement in concert with the referenced guidance. The 94% reduction is based on the change between current-to-proposed permit limits, which is an appropriate way to track a source’s potential impact on an airshed.
